Drinking Alchohol in Public
How does one contest a citation for violation of Malibu Municipal Code 17.12.320, for drinking in public on a Malibu beach?
My sub-questions are:
1) What forms does one need to contest?
2) What defenses are available? - such as innocence, no knowledge that there was such a law?
3) will such a citation go on the driving record?
4) what can I do to make sure that my friend doesn't have to pay for the citation and not have it go on her record?

You contest it by defending it in court at trial, or negotiating a plea bargain; it is a criminal charge with a court appearance.
