Is there any way to drop a special allegation charge, after accepting a plea bargin?

If you mean drop one of the charges you pled guilty (or no contest) to, no ... unless you can withdraw the whole plea and unravel back to zero, and try again! Withdrawing a plea is easier said than done and even if successful, just puts you back a step, does not guarantee any particular outcome. If you do want to attempt to withdraw the plea, you need an attorney. Good luck!

Dropping the special allegation charge should have been made part of the plea agreement.

A plea bargain is an 'agreement' on the terms, you don't get to change it after the fact.
