What does "Dry Run" mean when someone is in custody and was told they cannot see the judge in California?

It means nothing legally. If he is in custody, he must be brought before the judge for arraignment or released within 48-72 hours. If released, he could be re-arrested on the same charges later, and start the process over, repeatedly. Once arraigned, the case proceeds. If you need legal help in this, feel free to contact me.
