Legal Question in Criminal Law in California

El Segundo Police Department is holding money and property confiscated during an arrest for a parole violation. (Not reporting) no charges were filed. The violation time was served. Now the police/property department is saying they cannot release the property until the offsite detective on the case gives the ok. There is no case. It is a simple matter of the run around to keep the property. I've known this to happen before. How do I get my property back?

If the Police refuse to give your your property back, and you are eligible to receive it (ie: it is not evidence or involved in a crime) you would need a Court Order to require the police to do so
