No. A firearm is any device designed to propel a projectile through a barrel by means of an explosion (such as powder). It doesn'tatter that it's not a centerfire or rimfire standard cartridge. It's still a firearm and unless your gun rights are restored, it's illegal to possess as a convicted felon.

Under USC Title 18, Black Powder firearms are considered firearms for purpose of the criminal section and they ARE PROHIBITED to felons! CA law also prohibits possession by felons.
