If the record of a convicted felon is expunged are all rights,such as voting and owning a firearm, restored?

No. You may be able to get voting rights, but are permanently denied firearms rights unless you obtain a court order fully restoring them. That's tough to do, but is possible with the right facts and grounds. If you're serious about doing so, feel free to contact me to discuss your remedies and costs.

You can vote, but you can't own a firearm.
