Someone facing 3 strikes, why is their bail 0 and why does it say "not eligible for release and no bail"?

they're being held on "no bail" status.
"No Bail" is typical on charged offenses such as murder with special circumstances and/or a felony charge where "the facts are evident or the presumption great and there is clear and convincing evidence that the defendant has threatened another with great bodily harm and there is a substantial likelihood that defendant will carry out the threat if released."
