Federal Dispositon
My husband is in a ca state prison with a federal hold. Is there a way to make sure that his sentence runs concurrent with the state sentence?

Who told you it should? That decision is up to the judge that makes the last sentencing order. Sounds like there hasn't been a second/last order yet, so likely he'll get out of state and be taken to fed court too late to make that order, and would be unlikely to do so anyway. Have his attorney try for it when the time comes.
