does a ex felon have to put they are an ex felon after 20 years of
being out and felon free

Records are forever.
However, IF your conviction did not have any prison time sentenced, and IF it was not for certain sex crimes, and IF you successfully completed all probation terms, then you may be able to get it expunged; meaning that it would be shown as 'conviction set aside and charges retroactively dismissed', and you would be able to say 'no' to conviction on most private employment applications.
