Where can I find out about to check if someone has a active bench warrant?

If you know the court where the warrant might have been issued out of, you can access that court's website, to look up all criminal cases agains that person, and search to see if there is an outstanding warrant for any of those cases. You can also try the local sheriff's department for the County as well.
