Right to own a firearm

I've heard that in California, there's a law on the books which prohibits a person from owning a firearm if they've done something like ''threaten a shrink.'' Exactly which law is this, how does it read and what's the rationale behind it? (Thanks.) PS the phone # I had to give doesn't currently work.

You need to get out more. There are numerous state and federal 'gun control' laws that apply. If you have ever been convicted of any felony or some serious misdemeanors, or had a restraining order imposed, or been taken to a mental facility, you are banned for life from owning firearms or ammunition. To even touch one is a state and federal felony.
