I just found out my 13 year old daughter is in a sexual relationship with a 20 year old she met on Facebook. What can I do legally?

Call the police. Right now. They will be very interested in your evidence. If they agree with your conclusion, they will make the young man's life very unpleasant very quickly.
The police or the D.A. will also put you in touch with one or more social service agencies. These agencies offer counseling services that you and your daughter should both take advantage of.

Agreed, you must inform the police. They will investigate and you will likely press charges against the 20 year old.
