I need to know what to do about a person claiming to be a paralegal, who takes a clients money and personal info, and then vanishes and cannot be reached by telephone number he had given?

Why would you hire a paralegal? I would call the police.

Call the police. By the way, it's unlikely you'll ever see your money again; that's what con men do - take money.
