Legal Question in Criminal Law in California

Fugitive traveling overseas

My friend who is a foreign student is charged with Assualt with a Deadly Weapon in California and after a few hearings, he decided to flee to his homeland. Can he still travel around to other countries, like New Zealand or maybe study in New Zealand? Will the police be looking for him in his homeland or country that he visits? What will happen if he returns to California. Thanks.

When CA issues an arrest warrant, that will be logged into the federal data base and the State Department lists, and he will be arrested if he ever tries to enter the US. The warrant will also show up on international criminal data bases such as Interpol, so it will affect him in employment, travel, etc. Many other countries cooperate in notifying the US of entry/exit by such felons, but I can't predict if CA would request his arrest and transport back to CA. If his crime makes him a 'terrorist', it is quite possible he could be returned to the US for trial.
