Legal Question in Criminal Law in California
Just a general question: Is there a law in California that states "if an infant or toddler is brought into the emergency room in distress that one or both of the parents will be arrested"?

No. That an infant or toddler needs emergency care does not imply that the parents have committed a crime.

No, but all medical personnel are required to report any suspicious injuries or conditions, and that can certainly result in arrest.
