If your motorcycle valued at 20 thousand dollars is stolen from you in california and the person who stole it gets caught in another state without the bike, how will they be prosacuted? by california through extradition or will they fall under the state they were caught in laws?

With only a few very unusual exceptions, criminal cases are prosecuted where the crime took place and not where the suspect was captured. This is true regardless of how much evidence of the crime has been located and where it was when found.
Prosecutors in California may decide not to extradite the suspect, depending upon where he is, how much bringing him back would cost, and how strong they believe the case is.
