"Grand Theft Person" what is this charge accually mean?

It means actually stealing something from a person - for example, picking somebody's pocket or snatching a purse from a woman's shoulder. All thefts from a person are grand theft and can be charged as a felony, regardless of the value of the item.
If the taking us accomplished by fear or force - for instance, if the woman realizes her purse is being taken and struggles for it - the offense can be charged as robbery, which is a much more serious crime.
