Harrassment of Minor

My 16 year old son is being verbally harrassed by a 16 year old neighbor. The boy has physically attacked him once, but he does not believe in violence and refuses to have any physical contact with him. He was not injured in the attack. The police were called twice, unfortunately, we did not file a report on the physical attack which occured about three months ago. Can we file for harrassment or assault? During the recent police call the officer stated that the DA would 'laugh us out of his office' if we filed now. We have character witnesses for my son, witnesses of the assault, and vice-versa for the boy who attacked him. He harrasses several children in the neighborhood. The parents deny that he has done anything except, 'beat him up once already'. They say he does not verbally harrass him or anyone. The mother of the child has verbally threatened a 17 year old in the neighborhood. Should we, the parents have a conversation with these parents or should we let the police handle it? My child is homeschooled so the option of having him reprimanded at school is out of the question. I would sincerely appreciate any advise. We live near these people and neither of us are going anywhere. Very difficult to live here.

If you can't get satisfaction with your attempts, the next level is to get an attorney involved; both to try to get the police and DA to take action, and/or to pursue civil restraingin orders or even a lawsuit if necessary.
