Legal Question in Criminal Law in California

Hi,

My husband, now 30 years got a bill mailed from his home town. From the county revenue services division. There was an incident that happend when he was a minor living with his parents at 15 years of age. His parents never payed the bill, which he wasen't aware of. Now 15 years after he got a bill, and he has to pay the amount. Can they do that? It doesn't make sense.

Can they? Anybody can make a demand for anything they like. Whether they can enforce it depends upon the law and facts of the particular case. It certainly doesn't sound like it is a valid claim or debt, but talk to an attorney in that state and town to check.

The State and local entities are generally subject to the same statute of limitations as private individuals. I have no idea, however, what the underlying claim is. Was this a judgment of restitution in a juvenile case? If the judgment was done properly, he owes the money. I would have to review the underlying matter to fully understand and advise you properly.
