What is the Hold Up?

My Husband was arrested in by county sheriff for a firearms charge. He had no Idea the car he borrowed from his co worker had a gun in the trunk. when pulled over for a tail light, they found the weapon. He explained it was not his car nor his gun and had no knowledge of it. the co worker wrote a letter to the court on public defender letterhead and the case was dismissed. This was June 2006. Since then he has had a fedhold on him and we cant understand why. The case was dismissed and the prior was over 15 years ago. He has been in county jail for over 590 days since the charges have been completely dismissed. what is our next step?
