identity theft

I co signed for a car with my husband's friend and now his

girlfriend has gotten a parking ticket with my name on it (and his)mailed to my address.Would this be considered Identity theft?What can I do about it?When we co signed the dealership

put my name as owner,his as co owner.

No, it is called the consequence of having your name on someone else's car. If he doesn't pay, you drivers license will be frozen. Use small claims if nothing else to get back the money you will have to pay on the ticket if they don't.

Usually we get much worse horror stories from people who were dumb enough to co-sign. I would give them 10 days to pay the ticket or you are goint to repossess the car. Then do it, and sell the car. I have received dozens of questions from people whose "friends" quit making payments or their insurance got cancelled and then they crashed the car. Get out of the situation.
