Is it illegal for someone over 18 and someone under 18 to engage in sexual activities such as foreplay and oral sex, as long as they don't have sexual intercourse?

All sex acts with a person under 18 are illegal. In fact, until a few years ago, oral sex with a 16 or 17 year old carried mandatory lifetime registration as a sex offender, while intercourse did not.

(Judges still have discretion to order sex offender registration for ANY offense committed for a sexual purpose.)
