Legal Question in Criminal Law in California
Is it possible for a next of kin to report to the police a breaking and entering instead of the actual owner which in this case is the sister who is scared of reporting it.

Anybody can 'report' a crime. The victim would have to request prosecution.

If there is sufficient evidence the DA can prosecute even if the victim does not want to pursue the matter.
