Lanlord liable for tenant's drug dealing/using?

My wife's grandfather owns a rental property, and my drug addict brother-in-law is his tenant. My brother-in-law is dealing and abusing drugs and has turned the house into a drug house with dealers and junkies coming and going at all hours.

The police are watching the house and my wife's grandfather has knowledge about what's going on but refuses to act.

Is a landlord criminally or civily liable if he allows illegal activity to continue on his property? I don't want him to suffer for his grandson's crimes.

He could face seizure and loss of the property under the drugs laws, among other penalties. I suggest he clean out the problem immediately, through eviction if necessary. He would be well advised to get an attorney to help him, to contact and coordinate with the police so that they know he is not part of the problem, but the solution.
