laptop stolen from a towed car at police request

My son was chaged with a felony 594b1 and at that time his car was towed and the police failed to list that was a backpack in the car. When we picked up the car the pack was there but we did not check it.When we got home we discover that his laptop was missing from backpack. The charger and everything else was there. Next day we called the tow company and they told us that was no mention in the repot of any backpack and they are going to call us .We did not hear from them. We called the police and talked with the arresting officer. He told us that he saw the backpack but did not check it.We talked about 20 min on this subject and he even asked my son if he is sure he did not left the computer at one of his friends house.I told him that I put his notebook in his backpack before he left the house .He left the house with 2 friends, dropped one off and before dropping the other friend off they saw the grass and decided to drive on it. The officer assured us that the police did not take it and we should talked to our insurance about it. 15 min later he calls back and told us that he is tired because he works during the night and that he did not know what he was taking about.Same tired officer arrested my son . Please advise.

Advise? You've learned a lesson. You could file a claim for damages with the city, but I expect that to be futile without proof of wrongdoing, which you don't have.
