Leaving the country while having an arrest warrent
A friend has a warrent in San Diego California for a drug offense, But now lives in Florida. Can he leave the country to go on a two week vacation and then be able to get back into the country? He has a valid passport and is a US citizen.

He'll likely be arrested at the port. That's what an 'arrest warrant' means. He can be taken away in cuffs any time he comes in contact with law enforcement. Obviously, for the long term he needs to properly deal with the problem by going to the court and handling the case. Have him contact me if serious about doing so, if the case is in SoCal courts.

When your friend returns and goes through customs, agents will learn of his warrant and will probably detain him. It will then be up to officials in San Diego to decide whether to extradite him.
