Is it legal for someone to do this?
man 1 does some work at man 2's house. Man 2 knows that something was stolen so he hits man 1 with a shovel, threatens man 1 with a gun then, man 2 chases man 1 in man 1's car a runs him over and tries to kill man 1. Is man 2 legally able to do this? Can man 1 do anything about pressing charges against man 2?

Is it legal to do this? Of course not. Unless there are some key facts missing from your story, Man 2 has committed assault, battery, assault with a deadly weapon, criminal threats and attempted murder and a variety of other serious crimes. Man 1 should report him to the police immediately. He can also sue Man 2, but he should alert the police first since if Man 2 is not in custody he may react badly to being sued.

Well, duh, of course it is illegal. Call the police. Of course, proof is required, like witnesses. Man 1 ought to give me a call if he can prove these things; ir the perp has anything of value, a lawsuit woiuld be practical. You said the perp was in a house; if he owns it, that qualifies.
