Legal Question in Criminal Law in California
I live in California. A guy keeps parking outside my house at night and he watches my house for hours. Hes there when I get home from work, and stays all night sometimes. He just watches me. Its been happening for a while. Hes never approached me though.
I cant sleep. And Im scared to leave the house alone incase he gets out of his car. I live alone. So I have to get friends to stay with me, all the time.
I contacted the police before. But they said that if he doesnt threaten me or break in, then hes not doing anything wrong.
Is there anything I can do?

Iniitally, you may want to talk to him while being accompanied by several friends or even the police. Perhaps he doesn't realize what he is doing is scaring you.
Otherwise, you may be able to obtain a civil harassment order for stalking. Document his activities in pen and take pictures and videos if you can. Witness, your friends and neighbors, testimony would help in obtaining the order.
Push hard on the police to send an officer to investigate and get his info. That is usually enough to 'move them on' from bothering you. Write your complaint and request, not just phone it. You could hire a private investigator to do the same check and contact.
