Can Long Beach Police execute a search warrant issued from Orange County without local authority present?

Probably yes, since the judge who issued the warrant is a California state judge whose authority is statewide. If there are criminal charges against you, you will need to hire an attorney well in advance of your first court date. CAN they do anything they like? CAN you illegally speed on the freeway? Of course. If you don't know how to do these things effectively against an experienced prosecutor intending to convict, then hire an attorney that does, who will try to get a dismissal, diversion program, reduction or other decent outcome through plea bargain, or take it to trial if appropriate.
