manslaughter charges filed by the DA 9 Mo.s ago, case continues to be rescheduled, how long can the DA continue to roll over the court date?

Both sides have the right to a speedy trial. So if a defendant doesn't want to continue the matter, they simply should not waive time and the prosecution MUST get ready for trial within the statutory period, unless they show a judge GOOD CAUSE for a continance.

As long as you let them. Don't 'waive' any more time and the court will have to set a date within the time limits.
