Legal Question in Criminal Law in California

I was on meth between 1997 and 1998...

In that period of time I was convicted of petty theft, grand theft, forgery and commercial burlary(I stole checks from my father, forged them and cashed them for the forgery charge and comm. burglary charge) Served house arrest time, pd restitution and probation fees. I completed probation and ever since havent broken the law. I asked the judge if I completed everything could I get the felonies reduced to misdemeanors and she said yes.

Can this be done? Can I pass a no felony background check afterward? Is it expensive?

Yes, it looks like your charges were so-called wobblers meaning reducible to misdemeanors if probation was successfully completed and you are facing no new charges.

Maybe. Maybe not.

Yes, many felonies can be expunged, as long as no prison time was sentenced or served, and they are not in the category of domestic violence or sex crimes. Yours probably can be expunged, meaning they are retroactively set aside and a 'dismissal' shown on the charges. This would allow you to say 'no' to conviction on most private employment applications. It is not dramatically expensive, but each conviction in each court requires a separate Petition and motion, so they do add up if you've got multiples [it sounds like there is only one case, with multiple charges].
