What is consider to be a nude picture under the law? Is a picture with just boxers on consider to be nudity if the person is the over age of 20.

You don't provide very much information. For example, a man wearing boxers may appear in an advertisement in the Sunday paper. On the other hand, a woman wearing only boxers is topless, and is obviously partially nude. You also do not provide reference to what specific charge or accusation you seek a definition of nudity for. For example, you do not clarify whether you were accused of streaking the field at the game, or sending inappropriate photos of yourself to minors over the internet.
