Is a pardon the answer?

I have a close friend that was convicted of a 290 PC in the early 1990's did 3 years prison time and was on parole and probation. He finished his parole and probation about 6-7 years ago. He wants to marry but is afraid that he will ruin her life because he has to register as a sex offender for life. What are his options? Can he be pardoned?

Yes, pardon is possible. There are some time constraints which apply; I believe off the top of my head that with most sex crimes ten years have to go by before one can apply.

Pardon is possible, but not likely. Assuming he was willing to pay the legal fees in bringing such action, what legal and factual arguments would he make to convince the governor he should grant such a rare favor? What makes this person's situation unique and especially appealing enough to justify the public outcry and criticism of the governor that would result? Pardons are generally granted only to set right an outrageous injustice in the legal system [not counting Bill Clinton's 'pay for pardon' in his last days in office]. Just because the consequences of this person's actions and conviction are hard on him now, doesn't make him into a candidate for pardon.
