when some one gets off parol then they steal a bottle of jack from the store and he has prior charges for theft could he be charged with prior of a pette theft that cop that came to the door said that it was a misterminner and he just wants him to sign the ticket but he is afraid that he will get charge a more higher charge

Petty theft with a prior is a felony. The person you're talking about didn't learn anything last time he went to prison, so he's going back. Signing the ticket is just a promise to appear in court.

Parole means a prior felony conviction, which means a strike. For this parole/probation violation, he's possibly going back to prison.
