Legal Question in Criminal Law in California
I had a Pc 417a charged on me when i was 16 yrs old (juvenile). Now i want to know if i can purchase a long rifle as an 19 year old. My record was expunged when I was 17.

If you were convicted under Penal Code section 417 subd (a)(2), as a juvenile, you are permanently barred from owing a firearm.
If you were convicted under Penal Code section 417 subd (a)(1), you are prohibited from owning a firearm for a 10 year period. (Pen. Code, sec. 12021 subd. (c)(1).)

You can go to your local gun store and do a 'non purchase' background check for eligibility to buy. DOJ's response will tell you what you need to know. Mr. Roach's answer is likely correct per the Penal Code.
