what is the criteria to reinstate to this program after testing positive for drugs?

It is really up to the judge's discretion. From experience I can tell you that not too many judges would put you back on PC 1000 after testing positive while you were in the program. Looks like Prop. 36, which is significantly harder to complete, might be your best option at this point.

If you really want to give it your best shot to get back on PC 1000, start going to lots of NAs, document them, and get a good lawyer for a court hearing.

Your attorney convincing the judge you shouldn't be put in jail.

Whatever basis for persuasion you can provide your attorney, do so. If you don't have an attorney, get one; you'll get little sympathy from the judge if you are in pro per and not taking this seriously enough to get counsel.

That depends on the court program and the judge. The simple answer is none, unless you go back to court and explain to the judge a reason or challenge the testing procedure.

They may have another program Prop 36 might apply as well.
