PC 290 registration removal - no conviction

I was 17 when I was charged with agg sex assault after my ex-gf and I had consentual sex in Texas. I thought she was 16 since she told me she was a year younger than I in H.S. but she ended up being younger. I was given deferred adjudication probation for 10 years and I did finish it. My Certificate of Disposition from the court clerk says ''DEFERRED ADJUDICATION OF GUILT TERMINATED, DEFENDANT DISCHARGED, CASE DISMISSED, DEFENDANT COMPLETED COMMUNITY SUPERVISION AND A DISMISSAL AND DISCHARGE MAY NOT BE DEEMED A CONVICTION(FELONY OR MISDEMEANOR) FOR THE PURPOSES OF DISQUALIFICATION DISABILITIES IMPOSED BY LA FOR CONVICTION OF AN OFFENSE''. I live now in California and to avoid any problems with the law I went to the police station and told them my situation, presented all my documents, and they couldn't even find and FBI file on me. They told me to register anyway to be safe and to contact DOJ for a removal. It has been 6 years and they are still asking me to register. I still have to register in Texas if I lived there, even without a conviction, but its constitutionality is being challenged. Also, PC 290 is specific about convictions. I want to put all of this behind me and finish college, get a career, I am 34 now, please help.

Post this for Texas attorneys, not California. There's nothing we can do in CA.
