What the penal code for an inactive warrant? can a person be arrested for an inactive warrant?

If a warrant is not being acted upon, then nothing is being done on it so it makes no sense to ask how long it can remain inactive. Do you mean after how long of a period of time can it no longer be activated?

You are going to have to be more specific. A warrant is valid as long as it is issued, until it is recalled or acted upon.
