can two people be charged with attempted murder on the same case?

Of course. Either directly as a person who tried to commit the murder or as a aider an abettor. (they're somebody that actively assists or encourages)
For example - one person hands the other a gun, knowing the second person is going to shoot somebody. A shot is fired. Both could be charged with attempted murder.
The person answer is yes, IF there is sufficient evidence to prove the persons either helped or assisted or encouraged in some way. A few examples would be a "lookout", or a "driver", or a member of a gang that was present, and there are more examples. Attempted murder holds a possible 15 years yo life , and that is without any special allegations, like"use of a gun", which could be an additional 10 years.
