what happens if you are picked up on a warrant for not completing prop 36? Can you be bailed out without seeing the judge first?

The issue and amount of bail should be set forth when the warrant was issued.

That's entirely up to the judge issuing the warrant, and 'no bail' or bail amount would be specified when you are arrested. Warrants for FTA or other non-compliance with court orders are frequently 'no bail'. That's the penalty for blowing off the court's orders.
