Not once sentencing has occurred. Or, at least not without proper legal grounds for an appeal basically. "I changed my mind" or "I didn't realize jail was unpleasant" is not legal grounds.

It depends although generally it is very difficult if not impossible once sentencing occurred. Generally, there needs to be some legal cause, or some significant new facts or circumstances must have taken place, to void the agreement.
