can police charge someone with gang enhancment for being in pictures with gang members

Merely being in a picture with gang members is not grounds for a charge at all. But if you have been charged with a crime and there is evidence that you dated for the benefit of the gang, a gang enhancement may be added to your charges. The type of photo you describe could be used as such evidence.
