can a police office call ask ask to speak with you in regards to a gut feeling of another person accusing you of something you didn't do.

He 'can' do anything he likes to get you to talk, confess, and convict yourself. You 'can' exercise your 5th Amendment right to SHUT UP and speck only through your attorney.

Sure. I call people all the time to get information. So do the police and detectives. Like the people that I talk to you, it is up to you how much information you want to provide, whether you want to confess, or just deny things.
