Probate
I have a mother who died, after sale of
house and rest of estate property.
There was 82k in the estate account.
My brother took all of it and left the
country, is there a statue of limitation
for how long he cannot be charge or
convicted for this?

Yes. Both criminal and civil cases have statutes. However, they may be extended because he is out of country/state. File criminal charges promptly, encourage the police and DA to prosecute, and hope for the best. Filing civil suit may not be economically reasonable - you'll probably never collect a penny from him. He may not have anything left if you do ever locate him, and being outside the country makes it almost impossible to collect even if he has anything 'out there'.
