Problem with a loiterer

There's an obsessive-compulsive freak who's annoying a lot of people by frequenting a certain public rest room every day, cleaning himself for literally HOURS at a time. He monopolizes the place, goes into a rage if anybody complains about him, and if there's any paper supplies there, he uses most of them up while engaged in an elaborate and weird drying ritual. He knows I'm one of the people who's complained about him and has responded by slashing both tires on a bicycle of mine. What could this guy be charged with to (hopefully) get him out of there? Thanks!

If you think you could prove the vandalism, contact the police. Contact them anyway about the behavior, as well as contacting whoever is responsible for the public area the restroom is in.
