Report this to the local law enforcement agency. They will take the matter from there. (You cannot file charges against him. Only the district attorney can file charges.) As to the potential negilgent parenting, that is unlikely unless there is something unusual in your family. If criminal charges are file against him you can go to court and request payment of prenatal medical expenses, birthing costs, and child support after the child is born.

You can file criminal charges, as long as you are not concerned about inquiry into potential negligent parenting. You could file a lawsuit if there is any reason to think the person has assets that could be used to pay from, otherwise you'd be wasting your money and time.
