Is it possible to receive back the 10% paid to a bail bondsman for bail on a case that was never filed?

Sorry, but no. You paid a percentage of the bond for their services. Whether or not charges are filed are not related to the contract you signed with the bond company.

No. If you carefully read the contract that was signed with the bail bondsman, it states that 10%, and other annual premiums, are nonrefundable.
