Records
If I was caught stealing from a department store at the age of 16, how long before it is cleared from my record? Could I ever work for that department store?

Records are forever, and never automatically 'cleared'. However, juvenile records in CA are supposed to be 'sealed' from public access [still available to law enforcement and govt review]. The store would have its own records, and it is always free to chose who it hires, or not.

Without knowing what happened after you were caught there is no way to answer your question. Were you arrested? Were you charged with a crime? Were you convicted? If so, what was the charge? Without more information there's no way to tell whether this ever went on your record in the first place, let alone how or when it might come off.
Whether you can ever work at that store is for the store to decide. It can choose tomorrow to forgive and forget, or it can permanently declare you persona non grata and forbid you to even come inside, let alone work there. The law does not limit the store's options in this regard, and you will never gain the legal right to work there if they don't want to hire you.
