Legal Question in Criminal Law in California
reduce a felony conviction
9 1/2 yrs. ago I was convicted of 11378 HS-F. 3 yrs. ago I had it dismissed under a PC 1203.4. Is it possible to get it reduced under a PC17b?

Excuse me? 'Dismissed' means dismissed. There is no longer a case to do anything with.

To a misdemeanor, no...but you can apply for a certificate of rehabilitation and governor's pardon. More Info on California Attorney General web site.
