Legal Question in Criminal Law in California
I was released from custody before the Rsat program of riverside County California picked me up and now they want me to turn myself back in to be screened for the program, the start date we agreed upon is past due, is it legal for them to remand me for accidentally releasing me on probation?

Asking if it is "legal" is like asking if they "can" do something. They did it.
More to your point is 'what can you do now'. The answer is that you now get to do what the court ordered: return to court and sort out the problem with the judge, showing how this happened without your fault.
